Holding Your Own in Meetings (Continuation of 101 tips)

Tip 43: To Meet or Not to Meet---Study the Question.

How many times have you accepted an invitation to a lunch meeting only to realize that you spent an hour and a half on something that could have been done in a 5-minute phone call or a 10-minute memo? The higher you go, the busier you get. And the meetings you attend must count. If you get a reputation for conducting useless meetings, the busiest and best people won’t show up.

If you’re asking to attend someone else’s typically unproductive meetings, defer with one of the following: “Is attendance mandatory?” “I’m unavailable. Is my attendance important enough to change my schedule?” “Could I send a representative?” “Would you mind if I offer my input in writing or by phone?” Others will generally surmise that you expect meeting time to be well spent.

Tip 44: Call a Meeting Only for the Right Reasons.

When you call a meeting, make it significant and be prepared. In a client situation, you may have been working on a deal for months that will either thrive or nosedive on a single meeting. The higher you go in your own organization, the more expectations others have for your abilities to conduct yourself in a meeting--either as a participant or leader. Take things seriously.

Skip the meeting if you have nothing special to discuss, if you don’t need others’ input, if you have already made up your mind about what you plan to do, or if getting others involved would only complicate your plan.

Do call a meeting if you need to present information to a lot of people quickly and you don’t want to write it, if you want input from others on your idea, if you want to gain “buy in” from the team, or if you want to motivate and energize the team about the idea.

So how about the wrong reasons? Meeting as a substitute for work. Rubber-stamping a decision. Complaining. Demonstrating power to make everybody show up. Because joy and misery love company, sorting out true motivations may require some soul-searching.

Tip 45: Set an Agenda.

Some people think that agendas lend too much structure to a meeting, that people can’t be spontaneous, or that the atmosphere will be too formal. Nonsense. That’s like saying if you plan for a vacation by packing the right clothes, arranging for transportation, and deciding on a destination that you can’t relax and be spontaneous along the way.

If you’re leading the meeting, set an agenda. Use active verbs, summarize in a sentence the issue at hand, and let the group know what you expect on each issue--“for discussion only,” “for their information only,” “to collect your data,” or “for decision.” Whether you stay right with the agenda or take a few minutes’ detour, having an agenda will give others a little peace of mind that the meeting is going somewhere.

Tip 46: Start with the Most Important Idea or Issue and Work Backward.

There’s a great temptation to begin with the routine matters--the FYI items. But the all-too-frequent problem is that when you save the most controversial and important item until the last, you run out of time. Maybe a Freudian move?

Tip 47: Own the Setting.

If you plan a clandestine affair, go for a dark bar with soft music. If you want an energized group, go for a well-lit poolside table. If you want an informal chitchat session, try somebody’s office. If you want an equal, on-target exchange, look for a conference table in neutral territory. If you want authority and a no-nonsense atmosphere, schedule the boardroom. If you want to play host-and-guest, provide coffee and snacks in a parlour. Whatever your choice and purpose, if you’re in charge, be comfortable with and “own” the surroundings.

Tip 48: Stay Out in Front if You Intend to Lead.

Nothing frustrates more meeting attendees than having a supposed leader who doesn’t lead. State your role at the beginning and what authority the group will have. Do you intend simply to facilitate a discussion? Will you let them set the process and agenda? Do you intend to tell them how you will discuss each idea and come to a decision--consensus or vote? Do you intend to have the final say or will the group have authority to make the final decision? Are you going to keep the discussion moving or abdicate that responsibility to others randomly? Are you going to be a silent observer on each idea or do you plan to put in your two cents worth? Are you strong enough to stop a feeding frenzy should the stronger people begin to attack the weaker person’s ideas? When the group starts spinning its wheels, be there with a comment such as: “Where do we go from here?” “What’s the solution?” “Which way do you want to do?” “Let’s back up and redefine the problem.”


Tip 49: Encourage Participation from Others---If You Want It.

Some meetings serve only to inform. If that’s your purpose, tell the audience what you’re going to tell them and be done with it. But if your intention is to generate ideas, get feedback, or come to a decision, you may need to take a more active role in encouraging participation.

Try these techniques: Ask for a show of hands on an issue. Toss out an open-ended question and see who takes the ball. Toss out an open-ended question and suggest that you go around the circle and let everyone give his or her views individually. Present your question or issue in writing, give all members a copy, and ask them to jot their responses quickly. Take up the responses and read them to the group for reactions. Invite nonparticipators by name: “Carl, we haven’t heard from you--what do you think?” Finally, you might assign two or three people a devil’s advocate role and ask them to toss out any objections that they can think of.

Participation takes effort, and some people are too preoccupied, uninterested, or tired to contribute without encouragement.

Tip 50: Don’t Set People Up to Refute You.

If you’ve already made a decision and intend simply to present the decision at a meeting, say so. If you still have doubt that your decision or planned course of action is the best, say so. But not like this: “I’ve decided to do X unless someone has a serious objection.” Few will have the chutzpah to speak up. If you want to get feedback whether or not you plan to change your mind, try something like this: “I’ve decided to do X. What do you think the fallout will be from our customers/employees/management?” or “I plan to proceed with Y; what positives and negatives do you think I might have to deal with?”

Tip 51: Discuss Taboo Issues Anonymously.

If you know certain issues are hot topics and politically dangerous to careers, you have to work hard at creating a safe environment. Consider doing an anonymous survey on the issues and simply “reporting the results” for discussion. Or, you can quote anonymous sources from the grapevine. Say: “Someone has expressed the fear that….How does you think we can handle that fear?” “Other people have stated that they don’t intend to…What would make people feel that way? What suggestions do you have for convincing them otherwise?”

Tip 52: Participate; Don’t Pout.

Even if you didn’t want to attend and “you’re there,” be there. Listen to what’s going on rather than fidget with your paperwork, glance at your watch, or roll your eyes. Your body language can speak volumes to those who think the meeting is important and do want your ideas.

Tip 53: Summarize Frequently.

Whether or not you see your official role as the summarizer or leader, if no one takes on that role, do so. To keep the discussion moving on target, somebody had to recap what’s been said and point out the next topic for discussion.

Tip 54: Call for a Process Check Occasionally.

At times, the group process will stall. You’ll be talking in circles, covering the same territory. You’ll hear tempers flare. You’ll feel that people are under personal attack. You’ll notice that you are deciding, undeciding, and redeciding the same issues. Be the one who calls attention to such breakdowns: “We don’t seem to be getting anywhere. Let’s see where we got off track. We had started to brainstorm the Y issue. Does somebody have a more effective suggestion for moving us along?”

Tip 55: Don’t Digress, Ramble, or Sidetrack.

Determine that you’ll not be part of the biggest meeting problem of all. Stay on target. If you can’t remember the issue, jot yourself a note as the group moves from agenda item to item and refer to it often. Not only is the agenda topic important, but also you should keep track of where you are in the process of dealing with each topic. Are you into the overview? The analysis? The idea-generation phase? Suggesting solutions? Testing agreement on the proposed solutions? Don’t be two or three steps behind everyone else.

Tip 56: Omit War Stories.

While they have an audience of admirers, some people fall to the temptation of telling war stories, sharing inside jokes, and recounting wonderful things they once did. Unless time is of no importance to the rest of the group, don’t.
Tip 57: If you Don’t Have Something to Say, Don’t Say It.

Participating doesn’t mean you should necessarily feel obligated to comment on every issue. If someone hands you the baton and you have nothing to contribute, pass it on: “I think everybody has already expressed my views.” “I don’t have an opinion one way or the other.” “I don’t know a thing about the subject and don’t want to confuse the issue.” “Thanks, I’ll pass.” People will love you.

Tip 58: Don’t Set a Pattern of Expressing the “Downside.”

Yes, you will disagree from time to time and make a valuable contribution by expressing that differing viewpoint. But don’t make it a pattern. Offer solutions and encouragement when the others get down, dumb and defeated.

Tip 59: Disagree Without Being Disagreeable.

Never let yourself become a victim of “groupthink,” a condition in which group harmony becomes more important than results. If the purpose of a meeting is to generate ideas and get input, by all means speak up when you disagree. Just don’t be disagreeable. The difference is attitude.

Tip 60: Don’t Invalidate Others’ Feelings.

Examples: “Jim, I don’t know why you’re so punchy about that.” “Jennifer, there’s no reason to get so defensive.” “It’ll be okay, Javier--really, it will.” To say or imply that people don’t have a right to their feelings makes them robots. People do not live by logic alone.

Tip 61: Use Another’s Question as Your Platform.

An excellent way to get a message across without having to hog the floors is to look at someone's question as a platform--an invitation to speak up. Have your prepared message ready and look for the opportunity to step in when someone raises the appropriate question. You’ll be accomplishing your goals on someone else’s time.

Tip 62: Be Flexible on the Issues.

We’re not talking about flip-flops like the politicians make--whatever the polls support today they “believe” tomorrow. Instead, be open to the facts and flexible in your feedback. The purpose of meetings--most staff meetings anyway--is to exchange ideas. If someone presents facts and sways your opinion, don’t hesitate to change your position. That’s not being wimpy; it’s democratic.

Tip 63: Listen to What’s Going On.

Consider listening to be more than the absence of talking. It takes careful attention. And listening increases in difficulty as the number grows from one person to a group of individuals all competing for airtime. Listen and interpret so that you’re not the one who’s always asking for a repeat of issues already discussed and clarified.

Tip 64: Remain Seated if You Want to Emphasize That You’re Tossing Out Ideas “Off the Cuff.”

Bringing up an idea while seated plays down your forethought and preparation. It conveys that the ideas are spontaneous and relevant to the issue at hand. Your position says that you’re on equal footing with the rest of the group and that you encourage give-and-take. As a result, you’ll probably get feedback, pros and cons, agreement and disagreement.

Tip 65: End With Impact: Don’t Just Fade Away.

If you’re presenting an idea, don’t limp away with a sputter. Don’t simply drop your eyes, tune out with body language, or let others grab the floor and run away with it. Bring the discussion to closure. Summarize your idea, the pros and cons mentioned, any decision made, and suggest the next follow-up step. Also take responsibility for the fate of the entire meeting. Do your part to make it successful. If the meeting is unproductive and disruptive, decide on the corrective action you’ll take next time to change the dynamics.

Tip 66: Don’t Sound Like a Broken Record.

Present your idea and support it. After a fair hearing, if the group nixes it, move on. Bring that discussion to an end and meet the next agenda item head on. Nothing irritates others more than having someone continue to bring up a pet proposal or peeve and whine, whine, whine.

Tip 67: Withhold Your Ideas Until Last if You Want to Encourage Others’ Input.

This strategy makes sense if you’re in a position of power to make the final decision. If you state your views first, your team may lapse into groupthink and let the matter pass without expressing concerns or opposing views. When that’s the case, toss out the issue, minus your opinion, and ask for others’ reactions first. The responses may be more honest.

In any case, don’t announce your decision or plan in such a way that people have to “refute” or “oppose” you to give you feedback. If you want feedback and forewarning of the difficulties, make it easy for people to speak their minds.

Being Persuasive (Continuation of 101 tips)

Tip 16: Establish Credibility.

People believe people they like, people who are similar to them, people who are trustworthy, and people who have demonstrated expertise. Work on one or all of these to build your credibility with any given group. The higher your credibility, the greater impact your message will have. Aristotle summed it up this way: "Persuasion is achieved by the speaker's personal character when the speech is so spoken readily than others; this is true generally whatever the question is, and absolutely true where exact certainty is impossible and opinions are divided."

Tip 17: Talk About Rewards and Incentives to Those People Who Think in Terms of Payoffs.

Some people wake up every morning looking for ways to make their life better: how to save time, how to save money, how to move ahead in their careers, how to be better managers, how to get their co-workers to like them, how to win the lottery, how to complete a crossword puzzle. If these people are the group you have to win over, highlight the personal and corporate benefits of acting on your ideas.

Tip 18: Talk About Facts and Statistics to Those Who Think Analytically.

These people don't buy cereal without figuring out the cost per ounce. Even if they are persuaded by emotion, they'll ask for the supporting evidence so as not to be embarrassed should anyone ask the reason for their breakfast choices. They don't believe in "soft dollars," "soft skills," or "soft data." Quantify everything.

Tip 19: Talk About the "Bandwagon" to Those Who Like to Jump On It.

Whether to save the effort of thinking for themselves or to meet their needs of belonging, these people pay a great deal of attention to what everyone else is doing. Passwords here include: "The trends show…" "Experts in the field seem to think…" "The leading-edge companies have implemented…" With these people, you need to provide testimonials of what others think of your ideas.

Tip 20: Talk About Obstacles to Be Overcome to Those Who Welcome Challenge and Change.

Some people wake up each morning ready to climb mountains. Tell them they can't do something and they start circulating petitions. Routine bores them. Tell them the system doesn't work, tell them you can't afford something, tell them it's too late or too early for a change--and that's when they'll start to work. Motivate them to act on your ideas by presenting them as obstacles to be overcome. Negative circumstances merely challenge them to climb mountains of opportunity.

Tip 21: Sell What People Want to Buy

Don’t limit your thinking to product and services here. I’m also talking about ideas, policies, concepts, and feelings. Think along two channels: what people want and what they want to avoid.

Tip 22: Use the Lesser-of-Two-Evils Approach.

If the decision you want from your listener is not particularly pleasant or desirable, consider creating fear about the other alternatives. Outline what happens if they stay with the status quo, what happens if they do X, what happens if their competitors or customers do Y. Your purpose is to get the listener to decide against the other options rather than necessarily deciding for your option.

The American public makes a similar choice every year at election time.

Tip 23: Use the Jelly Principle.

When I was sick as a child, my mother used to put cough syrup in a spoon of jelly to camouflage the taste. The same principle comes in handy with bitter messages. You may have to wrap them in more pleasing ideas or get them across in more subtle ways.

Tip 24: Let the Decision Maker Hear from the Converted.

Second-hand testimonials are not nearly as effective as the words straight from the mouth of those already converted to your way of thinking. If possible, bring these satisfied users/buyers/believers/beneficiaries to the discussion with you---in person or by letter, video, or satellite. Unscripted and in their own unique way, let them speak to the effectiveness or truth of what you say.


Tip 25: Play on the Power of Your Expertise.

We rarely question our CPA, our neurologist, our air-conditioner repair person when they tell us the causes of our difficulties and recommend solutions. Why? There's power in the perception of specialized expertise. If you establish credentials early in a certain field, people seldom question them. They'll give you the benefit of the doubt on your facts and conclusions more often than not.

Tip 26: Choose Your Timing.

The time to sell roofs is right after a tornado. The time to sell investment expertise is after the stock market takes a drastic upturn or downturn. The time to sell a quality process in your organization is after you’ve been removed from the bidder’s list because of the rising percentage of defects in your deliveries. Timing is crucial. Ask any politician.

Tip 27: Create a Favourable Atmosphere.

Meeting planners claim that registrants rate educational seminars higher when they’re held in resort locations. Job applicants prefer jobs where they are interviewed in plush surroundings. Shoppers shop longer where music plays in the background. Diners linger longer over meals served in comfortable restaurants. So it stands to reason that the principle can work for you.

Tip 28: Stand Up for People to Take You Seriously.

If your office culture is generally laid-back, with people walking in and out to see the boss without appointments, with no-agenda meetings, with “your office or mine” casualness, you may want to get attention to the seriousness or urgency of a problem by changing the atmosphere drastically. Be formal. Do the out-of-the-ordinary. Use a flipchart or overhead. Make it official. A stand-up presentation adds to your authority. Put people on notice that your idea deserves unusual attention.

Tip 29: When There’s a Parade, Take the Last Spot.

If you’re one of several people trying to persuade your audience to choose among you, ask for the last time slot. By the time the others finish with all their statistics, charts, and promises, the buyers will have grown weary and forgetful. Your presentation will be the last on their mind.

Tip 30: Limit Your Objectives.

Rome wasn’t built while they were working on Sicily. You can’t accomplish everything at once. Determine your primary objective in presenting your case, and focus your efforts on accomplishing that one goal. If your chief concern is getting your boss to hire three extra people in your department, leave discussions about rearranging the workstations and lobby until another day.

Tip 31: Recognize That People Support What They Help Create.

Rally support for your ideas in a subtle way by asking people to contribute to them. Tell them what you’re about, what your goal is; then set about asking for their thinking on the subject before you put together your formal presentation of the idea to the entire group. What figures, resources, or anecdotes can they supply for you? If this plan meets with opposition, what do they think the focus of that disagreement likely will be? If others react negatively, what would they suggest you try as second best?

The White House uses this strategy in building support for major legislation in Congress. They seek out the facts, the opposing views, and the supporting views before the vote, not during.

Tip 32: Be Careful About Opening with a Broad Question.

Wrong approach: “So tell me a little about your operations now---what’s automated and what’s not?” First of all, the other person will be reluctant to answer because he or she doesn’t know where the question will be leading. Second, much of the answer would probably be irrelevant to the discussion at hand. Even with the consultative approach, people want to know where you’re trying to lead them. If you start with a question, focus it and give the benefits or the point of knowing the answer.

Tip 33: Cite Your Sources and Ask for Those of Others.

“They” have probably become the most vocal group in our society. “They say” this and “They say” that. When you have credible sources to support your information, cite them. When the other person tosses out objections based on “they says,” ask specifically where those ideas, statistics, policies, or preventatives originated. Then, when given a credible source, ask how current the information is.


Tip 34: Vary Your Intensity.

If you intend to build to a passionate appeal, you can't start pit screaming. Consider how the singer begins with a timid croon, builds with up-and-down variations, and finally crescendos to a rousing finale. Do the same with your own delivery.

Tip 35: Increase Your Pace to Increase Comprehension--Up to a Point.

The typical listener thinks about six times faster than the average person speaks. When you want to keep others' attention, you have to increase you speaking rate. Otherwise, they take a mental recess. You don't, of course, want to speak so quickly that you don't articulate. Variety is the key. Slow down for complex technical information (if you can't skip it altogether) and speed up for the remainder of your persuasive points.

Tip 36: Package Ideas Like Products.

People are lazy thinkers if you permit them to be. Make your concept understandable by it packaging. Politicians, policies, and plays are packages like soaps and telephone services. For example, insurance rates, employee compensation, unemployment, and tax incentives can all be packaged as "health-care" issues in Washington. Think beginning, middle, and end (idea, action, and implementation) and tie them all together in one packaged concept.

Tip 37: Triple Things--Use Triads and Alliteration.

One of the first lessons in speech writing is the use of triads (groupings of three). If you can add alliteration (repetition of the sound from word to word), so much the better. Our ears love the sound of:

Government of the people, by the people, for the people.

Blood, sweat, and tears.

Clearly, quickly, concisely.

Motivate, renovate, captivate.

Pray, prepare, preach.

They want jobs, they want justice, and they want respect.

Change the rhythm or omit one word or phrase in any of the above groupings and you lose the impact.

Tip 38: Use Both Rounded and Exact Numbers.

Exact numbers sound more credible: "The number of employees dissatisfied with their pay checks was 51.4 percent" sounds exact, therefore accurate. Rounded numbers, on the other hand, give the appearance of estimations. Yet "slightly over half" is easier to remember than 51.4 percent of the employees surveyed. So which to use if you want the numbers to be both credible and memorable? Use the exact number first, and then round it off with later references.

Tip 39: Never Let Facts Speak for Themselves.

Facts need interpretation. According to Mark Twain, "There are three kinds of lies: lies, damned lies, and statistics." If you don't believe it, tune in to the next political campaign, people can make facts and numbers mean almost anything. Interpret yours.

Tip 40: Provide Memory Aids.

Listening expert Dr. Lyman K. Steil estimates that the average-knowledge worker listens at an effective rate of 25 percent. Other research shows that after a 10-minute presentation, a typical listener forgets 50 percent of the information heard. After two days, the recall level drops to 25 percent. After a week, the recall drops to about 10 percent. Therefore, you have to help the listener remember your points.

Use metaphors to make concepts easy to recall. Give your listener a personal experience with the concept; that is the idea behind ropes-training for team building in organizations. You can use a mnemonic device for your key points (the three P's of Universal Services: Prepare, Plan, Promote.) You can provide a demonstration model to let the customer get a "feel" for extending his or her memory. Whatever method you choose, work on increasing others' recall of your idea, service, or product.


Tip 41: Don't Ever Read Your Key Points.

When reading, the all-important eye contact is missing. Rapport suffers. Reading, rather than telling your ideas destroys your credibility, sincerity, and enthusiasm. The listener always toys with these thoughts: Who generated these ideas? Doesn't she care enough to learn them? Isn't he convicted enough to give them from the heart? Why is he afraid to look in the eye? Does she doubt what she's saying? Aren't these facts important enough to remember?

Tip 42: Repeat, Repeat, Repeat.

If nothing else works, try the broken-record technique. If you state your message often enough in a variety of ways, somebody eventually will listen. If you hear something often enough, it becomes part of the atmosphere--like humidity. Repetition forms the core of advertising.

Establishing A Track Record for Truth (101 Presentation tips)

Tip 1: Find Commonalities.

People like people who are like them. And people believe and trust people they like. Try to discover attitudes, likes, dislikes, family backgrounds, experiences, personality virtues or quirks, careers, goals, or values that you have in common with others; then emphasize those commonalities. People reason that if you’re like them in some ways, you’re probably like them in other ways. Therefore, they begin to transfer trust as friend to friend.

Tip 2: Show Concern and Compassion.

People tend to trust people who show concern for them. When they bleed, they want to know others bleed with them. Even companies have to show concern over self-interest in times of crisis. During the Pepsi needle syringe-tampering reports, you may recall the criticism some expressed in the company’s handling of that crisis. When the public asked about the possibility of recalls, Pepsi officials embraced logic: the cans were bottled at different plants in different parts of the country; there was no logical patterns for the alleged tampering incidents. No recalls: logical decisions. But Pepsi received criticism not for what they said, but for what they didn’t say. The absence of what some believed to be concern about public safety. The same is true on an individual level. People have to feel your concern before they hear your words.

Tip 3: Demonstrate Cooperation with Good Intentions.

To be credible, you must demonstrate that you are acting in good faith to the best of your knowledge and ability. People must believe that you want to cooperate to help them achieve their personal and career goals. People will forgive you for poor judgment, but rarely for poor intentions.

Tip 4: Be Consistent.

We communicate by actions as well as words. We communicate by what we say and what we don’t say; by which policies we enforce and which policies we don’t enforce; by what we allow work time for and what we don’t allow work time for; by what we fund and what we don’t fund; by behaviour we reward and behaviour we punish; by what we do and what we criticize others for doing; by what we ask for and what we’re willing to give in return. To be credible, our words have to match our policies, performance, and plans.

Tip 5: Demonstrate Competence.

People flock to experts, star performers, wise decision makers, and winners. People don’t intentionally invest their money in poorly performing stock; neither do they want to invest trust in people they doubt can achieve what they claim. To be led, either by words or actions, followers need to have faith in your competence to perform. They want to know you can win the game. They want to know you can finish the project successfully. They want to know you can turn the company around.

So how do leaders inspire confidence in their abilities while seeming modest and likable as people? They as leaders have to acknowledge accomplishments but avoid arrogance. Difficult, but not impossible. How? The attitude behind the talk turns the tables.

Tip 6: Be Correct.

Few people set out to be incorrect; it’s just that when they have missing information, they make assumptions or reason wrongly. Instead of informing, they misinform unintentionally. Whether or not people routinely ask for the source of your information or conclusions, be ready to provide it. If they ask for sources, rather than be offended, welcome such testing questions as credibility checkers.

Why would people want sources for relatively insignificant information? Because we test validity on all important matters by considering the source. How do we test the source of important information? By checking the credibility of all information coming from that same source. Credibility is circular. Credibility in the insignificant breeds credibility for the significant. Once you’re caught in an error, credibility creeps back ever so slowly.

Tip 7: Be Complete.

Are you telling all you know? Recognize the difference between lies, half-truths, omissions, and cover-ups. True, but incomplete, statements can lead to false conclusions; literal truths, when offered without complete explanations, can lead to literal lies. Knowing smiles accompanied by long silences can elicit wrong conclusions. Lying happens in numerous ways. Intentions stand centre stage here. Ultimately, questionable intentions cast doubt about character.


Tip 8: Be Current.

Give up outdated data, opinions, and stereotypes. With information overload, data more than two or three years old can’t support your decisions. Correct, but outdated, statistics soon become incorrect. Recollect.

Tip 9: Be Clear.

Sometimes the better we understand something the worse job we do of explaining it; our familiarity makes us careless in describing it. It’s difficult to remember when we didn’t know something that has become second nature. Ambiguity creeps in when we least expect it. Meaning depends on context, tone, timing, personal experience, and reference points.

Back in the days when copier equipment was said to “burn copies,” an Army colonel hand-carried an important document to his new assistant and asked her to burn a copy. When the paper did not resurface on his desk in a few days, he discovered that the assistant had recently transferred from a high-security division. She had had the document incinerated. Are you clear? Are you sure? The best test of clarity is the result you see.

Tip 10: Avoid Exaggeration.

Was the score 50 to zip or 30 to 10? Did you have to wait half an hour or half a minute? Did the caller slam down the phone or hesitate to talk? Did the supplier raise the prices on your raw materials 10 percent or 2 percent? Exaggeration makes great humour but destroys credibility.

Tip 11: Evaluate Criticism and Objections.

If you reject or refute criticisms and objections out of hand, without hearing them out and giving yourself time to consider them fully, you lose credibility. People identify you as a reactor rather than a reflective, credible thinker. The more thorough your consideration of contradictory information the more credible your final opinion or decision.

Tip 12: Keep Confidences.

When people know you share personal, confidential matters about others with them, they’ll fear you’ll do the same thing where they’re concerned. Keeping confidences when “nobody would know you told” speaks volumes about character. Those who observe your discretion in deciding to keep quiet about hurtful or personal information involving others bridge to other favourable conclusions about your credibility in times of stress.

Tip 13: Avoid Lying “Offstage.”

When you lie to a third person in front of a second person and that second person knows you’re lying---for whatever reason---you lose credibility with the second person. Once observers have recognized your willingness to lie to others, they will doubt your truth-telling to them in a tight spot.

Tip 14: Be Sincere and Genuine.

Sincerity is easy to fake and hard to make. That is, people who pretend to be sincere can pitch an earnest plea, look at you with pleading eyes and straight face, and promise plums that dance in your head. But genuineness comes from character and is therefore harder to make. You either are or you aren’t. What you experience is what you share. What you value is what you give. What you say is what you believe.

Tip 15: Make Your Appearance Work for You.

Picture yourself lying on the operating table in a hospital emergency room. A guy in sweats and Nikes jogs toward your bedside and says, “I’m Kelly, the brain surgeon. I’ll be ready to operate in a moment. Just let me give you this shot first.” Would you have a few second thoughts? Appearance counts. Physical appearance, dress, grooming, posture, presence, and poise either underscore credibility or damage it. Look at the part you want to play so others will believe and applaud your lines.

অফিস দূষন

অফিস দূষনে আক্রান্ত লোকের সংখ্যা দ্রুত বাড়ছে। ধারনা করা হচ্ছে যে, কাজের পরিবেশগত কারনে আক্রান্ত লোকের সংখ্যা প্রায় ৭০ লক্ষ এবং প্রতি ১০ জন অফিস কর্মীর মধ্যে ৪ জন কাজের সাথে সম্পর্কিত এলার্জিতে ভোগেন।
প্রধান সমস্যা হচ্ছে বাতাসের কোয়ালিটি ও ইলেক্ট্রোমেগনেটিক দূষন। ফটোকপি, প্রিন্টার, ফ্যাক্স মেশিন আভন্তিরিন ওজন স্তরের জন্য ক্ষতিকর এবং কম্পিউটারও এবং এই সবগুলি অপরিশোধনযোগ্য ক্ষতি করে।
কোন কোন অফিস কর্মী বিভিন্ন পণ্য এবং কার্পেট ও চেয়ার থেকে সুক্ষ ময়লা/কীট পরিস্কার করার সময় এলার্জির সৃষ্টি করেন। ময়লা অথবা তেলচটচটে বস্তু স্পর্শ করলে বা খোলা জানালায় যানবাহনের দূষিত হাওয়ার সংস্পর্শে এলে চর্ম রোগ হবার আশংঙ্কা / সম্ভাবনা থাকে।
এ সমস্ত বিল গুলো সিক লিভ এর সাথে যুক্তহয়।
রোধের উপায়- ভেন্টিলেশনের সু ব্যবস্থা, অফিস ধুলো মুক্ত ও পরিচ্ছন্ন রাখা, ফার্নিচারে কাপড়ের ব্যবহার পরিহার করা, ষ্টোর এলাকা ঢেকে রাখা।

ঝুকি নিয়ন্ত্রন

ঝুকি নিয়ন্ত্রনকে এভাবে বলা যায় এটা এমন একটা ব্যাবস্থা যার মাধ্যমে, জনগন, সম্পত্তি, আয় ও পরিবেশের ঝুকি নিয়ন্ত্রনের মাধ্যমে প্রতিষ্ঠানের রক্ষা ও উন্নয়ন সাধান সম্ভব। প্রতিষ্ঠানের ধারাবাহিকতা রক্ষা ও উন্নতি করার লক্ষে এখন অনেক প্রতিষ্ঠান ঝুকি ব্যাবস্থাপনাকে তাদের অন্যতম ব্যাবস্থা হিসাবে গ্রহন করছেন। ঝুকি নিয়ন্ত্রনের মূল লক্ষ্য থাকে ক্ষতির নিয়ন্ত্রন। আর ক্ষতির নিয়ন্ত্রন নির্ভর করে কতটা দূর্ঘটনা প্রতিরোধ করা গেল। ঝুকি নিয়ন্ত্রনের মাধ্যমে সবচেয়ে বড় পাওয়া হচ্ছে করপোরেট লক্ষ অর্জন। ঝুকি নিয়ন্ত্রন পদ্ধতি সেই সব ক্ষতির জন্য সবচেয়ে কার্যকর যা ঐ প্রতিষ্ঠানের বা একই রকম অন্য প্রতিষ্ঠানে সংগঠিত দূর্ঘটনার মাধ্যমে হয়েছে। ঝুকি নিয়ন্ত্রনের জন্য বিভিন্ন ধরনের ব্যাবস্থা আছে এর মধ্য থেকে বেছে নিতে হবে কোন প্রতিষ্ঠানের জন্য কি ধরনের ব্যাবস্থা নিতে হবে। একই ধরনের প্রতিষ্ঠান হওয়ার পরও ভিন্ন ভিন্ন ব্যাবস্থা গ্রহন করা হতে পারে। তাহলে দেখা যাচ্ছে একই ধরনের প্রতিষ্ঠানে ভিন্ন ধরনের দূর্ঘটনা হতে পারে কিন্তু প্রতিকারের ব্যাবস্থা গ্রহন করা উচিৎ দূর্ঘটনার সম্পর্কিতভাবে। ঝুকি নিয়ন্ত্রনের জন্য সাধারন নিয়মাবলীগুলো দেখা যাক। একই ধরনের বিভিন্ন প্রতিষ্ঠানগুলির লক্ষ পর্যালোচনা, প্রকৃত ও সম্পর্কিত দূর্ঘটনা, অন্যান্য ব্যাবস্থার সাথে সম্পর্কিত করা, যথাযথ ব্যাবস্থা গ্রহন, নমনিয়তা, বিভিন্ন ধরনের প্রতিরক্ষা ব্যাবস্থা গ্রহন। এছাড়া আর চার ধরনের ঝুকি নিয়ন্ত্রন ব্যাবস্থা আছে, ১)ঝুকি বর্জন করা - কোন ভাবেই কোন বুঝি না নেওয়া, ২)ঝুকি অপসারন -বর্তমান ঝুকি প্রতিরোধ করা, ৩)ঝুকি কমান - মূল ঝুকির প্রতিরোধ ব্যাবস্থা গ্রহনের মাধ্যমে ঝুকি কমান এবং ৪)ঝুকি পরিবর্তন-অর্থাৎ উক্ত ঝুকিকে এমন কারো কাছে দেওয়া যার জন্য এই প্রতিষ্ঠানের মারাত্মক ঝুকি তার প্রতিষ্ঠানের কাছে সাধারন ঝুকি। এ সকলের মধ্য থেকে প্রয়োজনীয় ব্যাবস্থা গ্রহন করে ঝুকি নিয়ন্ত্রন করা যায়। এখন দেখা যাক কিছু বাস্তবিক ঝুকির নিয়ন্ত্রন ব্যাবস্থা ঝুকি বর্জন - বন্যা প্লাবিত এলাকায় কলকারখানা না করা। খরা অঞ্চলে ওয়াশিং প্লান্ট করা উচিৎ হবে না। ঝুকি অপসারন - এমন যন্ত্রাদী পরিহার বা অপসারন করা উচিৎ যার খুচরা যন্ত্রাংশ সহজলভ্য নয় বা ব্যায়বহুল অথবা রক্ষনাবেক্ষন খরচ খুব বেশী। ঝুকি কমান -পর্যাপ্ত নিরাপত্তা ব্যাবস্থা যেমন উচু দেয়ালের মাধ্যমে অনাকাঙ্খিত প্রবেশ ও চুরি রোধ করা সম্ভব। অন্যভাবে সঠিক প্রেসারগেজের মাধ্যমে গ্যাস বোতলের ধারন ক্ষমতা অনুযায়ী গ্যাস সংরক্ষন করা খনিতে ডেভি বাতির ব্যাবহারে বিপদ জনক গ্যাসের উপস্থিতি সনাক্ত করা ইত্যাদি। ঝুকি পরিবর্তন - উৎপাদিত পন্যের কিছু অংশের প্রক্রিয়া অন্য কাউকে দিয়ে করান যেমন নীট পোশাকের মূল কাপড় উৎপাদন করে রং করার প্রক্রিয়া অন্যের মাধ্যমে করিয়ে যার জন্য কম ঝুকির কাজ, আবার সেলাই নিজে করা সম্ভব। একটি প্রতিষ্ঠানে বিভিন্ন রকম কর্মকান্ড হয় যার প্রতিটি কোন না কোন দপ্তর নিয়ন্ত্রন করে এবং ভিন্ন ভিন্ন ধরনের ঝুকির সম্মুখিন হয়। এই ধরনের কিছু উদাহরন দেওয়া গেল ঃ- সরবরাহকারীর মাধ্যমে ঝুকি - সরবরাহ না হওয়া, সঠিক পন্য সরবরাহ না হওয়া, দেরীতে সরবরাহ হওয়া। সেবাদান কারীর মাধ্যমে ঝুকি - সেবাদানে ব্যার্থ হওয়া, নিকৃষ্ট মানের সেবা দেওয়া। তথ্য সংরক্ষন ব্যাবহার মাধ্যমে ঝুকি - সঠিক তথ্য সন্নিবেশীত না হওয়া। পর্যাপ্ত তথ্য সংরক্ষন না হওয়া, ভূল তথ্য সংরক্ষিত হওয়া।শিল্প ও যন্ত্রাংশের মাধ্যমে ঝুকি - যন্ত্রাদী অচল হওয়া, চুরি হওয়া। ভান্ডার ব্যাবস্থার মাধ্যমে ঝুকি - চুরি হওয়া, এলোমেলো হওয়া, ধ্বংস হওয়া, দূষিত হওয়া। যোগাযোগ ব্যাবস্থার মাধ্যমে ঝুকি - দূর্ঘটনার শিকার হওয়া, চুরি যাওয়া, ছিনতাই হয়ে যাওয়া। খরিদ্দার এর মাধ্যমে ঝুকি-খরিদ্দার হারান। শ্রমিকের মাধ্যমে ঝুকি - দাঙ্গা, ধর্মঘট, কাজে যোগদান না করা, কাজে গাফিলতি করা, আহত হওয়া, অসুস্থ হওয়া ইত্যাদি।

ঝুকি নিয়ন্ত্রনে খরচ কিভাবে হয় আর কোন কোন খাতে খরচ হয়। এই খরচ ঘিরে বিস্তর ভূল বুঝাবুঝি হয় কারন ঝুকি নিয়ন্ত্রনের খরচ হিসাব কিভাবে হবে। অবশ্যই ঝুকি নিয়ন্ত্রন হীনতার জন্য হওয়া খরচ এর সাথে হিসাব করা যাবে না । ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করার পরই হিসাব করতে হবে নিয়ন্ত্রন ব্যবস্থায় কত খরচ হল এবং নিয়ন্ত্রন হওয়ার পরবর্তী দূর্ঘটনার জন্য কত খরচ হল। ঝুকি নিয়ন্ত্রনের জন্য যে সকল খরচ হয়। যেমনঃ বীমার কিস্তির খরচ, অবীমা কৃত অংশের ক্ষতিপূরন, ঝুকি নিয়ন্ত্রনের পরবর্তী দূর্ঘটনার খরচ, ঝুকি নিয়ন্ত্রনের জন্য প্রশাসনিক খরচ। ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করা হল বা নাই হল পরের বিষয়গুলি বিবেচনায় আনলেই বোঝা যাবে ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করা উচিৎ নাকি অনুচিৎ। সম্পত্তির ক্ষয়ক্ষতি হওয়া বা ধ্বংস হওয়ার পরিমাপ যোগ্য ও অপরিমাপযোগ্য ক্ষতি। ফলস্বরূপ ক্ষয়ক্ষতি যেমন - ব্যাবসার কাজে ব্যাহত হওয়া, সরবরাহে ব্যাহত হওয়া, উৎপাদিত পন্যের উৎপাদন খরচ আদায় না হওয়া সঠিক ভাড়া আদায়ে ব্যার্থ হওয়া, ঋণ কৃত তহবিলের সুদ, বীমা খরচ বেড়ে যাওয়া, ভাড়াকৃত বা ধারকৃত শ্রমিক ও যন্ত্রাদীর খরচ, বাজার পতন, বিজ্ঞাপন খরচ বৃদ্ধি পাওয়া । দাবিকৃত দায় সম্পর্কিত খরচ, যেমন - পন্যের দায়, পেশাগত দায়, পরিবেশ ক্ষতির দায়, মালিক পক্ষের দায়, শিল্প সংক্রান্ত বিবিধ দায়, দায় বজায় রাখার জন্য ক্ষতি । এরপর আসে শারীরিক ভাবে দূর্ঘটনার জন্য খরচ - সংবিধিবদ্ধ বীমা খরচ, ব্যক্তিগত দূর্ঘটনার বীমা খরচ, সম্মিলিত জীবন বীমা খরচ, আবস্থান বজায় রাখার খরচ।

এখন চিন্তা করার সময়, আমরা ঝুকি নিয়ন্ত্রনের ব্যাবস্থা গ্রহন করব কি করব না। যদি গ্রহন না করি তাহলে কি হতে পারে সে সম্বন্ধে কিছু তথ্য তুলে ধরা হয়েছে। আর ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করলে সাধারন মানদন্ডে প্রয়োজন হবে - আইনগত প্রয়োজনীয়তা, যার মাধ্যমে দেশের এবং সার্বজনগৃহিত ব্যবস্থা গ্রহন, যথাযথ মানদন্ডের অনুাযায়ী ব্যবস্থা নেওয়া, ঝুকি ব্যাবস্থাপনার বাস্তবায়ন, নিয়মিত বিশেষজ্ঞের মতামত গ্রহন এবং পূর্বাভিজ্ঞতা থেকে ব্যাবস্থা গ্রহন । ঝুকি নিয়ন্ত্রনের জন্য নিয়মিত যে ব্যাবস্থা নিতে হবে, আগুন প্রতিরক্ষা, নিরাপত্তা, পেশাগত স্বাস্থ ও নিরাপত্তা, প্রাকৃতিক দূর্যোগের ঝুকি নিয়ন্ত্রন, যান্ত্রিক ঝুকি নিয়ন্ত্রন, পরিবহন ঝুকি নিয়ন্ত্রন, আপদকালীন ব্যাবস্থা গ্রহন, আইনগত ঝুকির ব্যাবস্থা গ্রহন , ব্যাবসায়ীক সংঘাতের ঝুকি নিয়ন্ত্রন, প্রকৌশল গত ঝুকি নিয়ন্ত্রন ও পরিবেশ প্রতিরক্ষা।

ঝুকি নিয়ন্ত্রনে খরচ কিভাবে হয় আর কোন কোন খাতে খরচ হয়। এই খরচ ঘিরে বিস্তর ভূল বুঝাবুঝি হয় কারন ঝুকি নিয়ন্ত্রনের খরচ হিসাব কিভাবে হবে। অবশ্যই ঝুকি নিয়ন্ত্রন হীনতার জন্য হওয়া খরচ এর সাথে হিসাব করা যাবে না । ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করার পরই হিসাব করতে হবে নিয়ন্ত্রন ব্যবস্থায় কত খরচ হল এবং নিয়ন্ত্রন হওয়ার পরবর্তী দূর্ঘটনার জন্য কত খরচ হল। ঝুকি নিয়ন্ত্রনের জন্য যে সকল খরচ হয়। যেমনঃ বীমার কিস্তির খরচ, অবীমা কৃত অংশের ক্ষতিপূরন, ঝুকি নিয়ন্ত্রনের পরবর্তী দূর্ঘটনার খরচ, ঝুকি নিয়ন্ত্রনের জন্য প্রশাসনিক খরচ। ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করা হল বা নাই হল পরের বিষয়গুলি বিবেচনায় আনলেই বোঝা যাবে ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করা উচিৎ নাকি অনুচিৎ। সম্পত্তির ক্ষয়ক্ষতি হওয়া বা ধ্বংস হওয়ার পরিমাপ যোগ্য ও অপরিমাপযোগ্য ক্ষতি। ফলস্বরূপ ক্ষয়ক্ষতি যেমন - ব্যাবসার কাজে ব্যাহত হওয়া, সরবরাহে ব্যাহত হওয়া, উৎপাদিত পন্যের উৎপাদন খরচ আদায় না হওয়া সঠিক ভাড়া আদায়ে ব্যার্থ হওয়া, ঋণ কৃত তহবিলের সুদ, বীমা খরচ বেড়ে যাওয়া, ভাড়াকৃত বা ধারকৃত শ্রমিক ও যন্ত্রাদীর খরচ, বাজার পতন, বিজ্ঞাপন খরচ বৃদ্ধি পাওয়া । দাবিকৃত দায় সম্পর্কিত খরচ, যেমন - পন্যের দায়, পেশাগত দায়, পরিবেশ ক্ষতির দায়, মালিক পক্ষের দায়, শিল্প সংক্রান্ত বিবিধ দায়, দায় বজায় রাখার জন্য ক্ষতি । এরপর আসে শারীরিক ভাবে দূর্ঘটনার জন্য খরচ - সংবিধিবদ্ধ বীমা খরচ, ব্যক্তিগত দূর্ঘটনার বীমা খরচ, সম্মিলিত জীবন বীমা খরচ, আবস্থান বজায় রাখার খরচ।

এখন চিন্তা করার সময়, আমরা ঝুকি নিয়ন্ত্রনের ব্যাবস্থা গ্রহন করব কি করব না। যদি গ্রহন না করি তাহলে কি হতে পারে সে সম্বন্ধে কিছু তথ্য তুলে ধরা হয়েছে। আর ঝুকি নিয়ন্ত্রন ব্যাবস্থা গ্রহন করলে সাধারন মানদন্ডে প্রয়োজন হবে - আইনগত প্রয়োজনীয়তা, যার মাধ্যমে দেশের এবং সার্বজনগৃহিত ব্যবস্থা গ্রহন, যথাযথ মানদন্ডের অনুাযায়ী ব্যবস্থা নেওয়া, ঝুকি ব্যাবস্থাপনার বাস্তবায়ন, নিয়মিত বিশেষজ্ঞের মতামত গ্রহন এবং পূর্বাভিজ্ঞতা থেকে ব্যাবস্থা গ্রহন । ঝুকি নিয়ন্ত্রনের জন্য নিয়মিত যে ব্যাবস্থা নিতে হবে, আগুন প্রতিরক্ষা, নিরাপত্তা, পেশাগত স্বাস্থ ও নিরাপত্তা, প্রাকৃতিক দূর্যোগের ঝুকি নিয়ন্ত্রন, যান্ত্রিক ঝুকি নিয়ন্ত্রন, পরিবহন ঝুকি নিয়ন্ত্রন, আপদকালীন ব্যাবস্থা গ্রহন, আইনগত ঝুকির ব্যাবস্থা গ্রহন , ব্যাবসায়ীক সংঘাতের ঝুকি নিয়ন্ত্রন, প্রকৌশল গত ঝুকি নিয়ন্ত্রন ও পরিবেশ প্রতিরক্ষা।

রিক্স বা ঝুকি ব্যাবস্থাপনা

ঝুকি ব্যাবস্থাপনা বিষয়টা নতুন না হলেও খুব পুরাতন ও নয়। অনেক দিন ধরেই বিষয়টা নিয়ে বিস্তর গবেষনা হলেও পূর্নাঙ্গতা পায় ১৯৭০ এর দিকে। উন্নত বিশ্বে ব্যাপক সাড়া ফেলে বিষয়টি। হঠাৎ করেই যেন উন্নয়নের জোয়ারে গতি বেড়ে যায় অনেকটা। যদিও তার ধাক্কা লাগতে শুরু করেছে আমাদের দেশে ইদানিং কালে। তাও আবার সদিচ্ছায় নয় উন্নত বিশ্বের দাতাদের চাপে পড়ে। ফলে বিষয়টি এমন দাড়িয়েছে যে, চিনি জোর করে খাইয়ে দিলে মিষ্টি লাগবেই। কারন এটা চিনির ধর্ম খাওয়ার নয়। যারা সুফল ভোগ করতে শুরু করেছেন তারা অবশ্য বসে নেই। আর যারা এখনও দূরে দাড়িয়ে ভাবছেন দেখিনা কি হয়। তারা কতটা পিছিয়ে পড়ছেন তা বোধ হয় আর কিছুদিন পরে বলতে হবে না নিজেরাই জেনে যাবেন। অবশ্য এখন আশা করছি বাকিদের বোধদয় হতে দেরী হবে না।

এখন দেখা যাক ঝুকি ব্যাবস্থাপনটা আসলে কি? কি কাজে লাগে? সুফল পেতে কতদিন অপেক্ষা করতে হয়? সুফলটা ক্ষনস্থায়ী না দীর্ঘ মেয়াদি? বিষয়টি কতটা ব্যায় বহুল? মালিক ও শ্রমিকের মধ্যে কার জন্য সুবিধা জনক?

ঝুকি ব্যাবস্থাপনার মূল লক্ষ হচ্ছে, এটা এমন একটা করপোরেট কালচার গড়ে তোলে যার মাধ্যমে প্রতিষ্ঠানের ভিতর সচেতনতার ভিত তৈরী করে, ফলে কোন অবস্থাতেই প্রতিষ্ঠানের পতন বা ভাঙ্গন প্রায় অসম্ভব হয়ে যায়।

ঝুকি ব্যাবস্থাপনা কঠর ও দক্ষ ভাবে সবার স্বার্থ রক্ষা করে, যেমন: সকল স্থাপনা, যন্ত্রাদী, ভবন, কর্মকর্তা, কর্মচারী, শ্রমিক ও মালিক, প্রতিষ্ঠানের সাথে প্রত্যক্ষ ও পরক্ষ ভাবে জড়িত সবার। যার ফলে এটি প্রতিষ্ঠানের আয়-ব্যায় এবং মূল লক্ষের প্রতি সজাগ থাকে যাতে লক্ষ্যচুত্যির সুযোগ না হয়।

সবচাইতে লক্ষনীয় বিষয় হচ্ছে এটি বোধ হয় এমন একটা ব্যবস্থাপনা যার সুফল পাওয়া যার প্রায় তৎক্ষনাৎ। অনেকটা আয়নায় নিজেকে দেখতে পাওয়ার মত। আর ততক্ষন এর সুফল পাওয়া যাবে যতক্ষন চর্চা অব্যাহত থাকবে। ফলে দেখা যাচ্ছে এটা একটা চলমান প্রক্রিয়া। ঝুকি ব্যাবস্থাপনা নির্ভর করে পরিকল্পনা, ব্যবস্থাপনা, নেতৃত্ব ও নিয়ন্ত্রন প্রক্রিয়ার উপর।

প্রত্যেক পরিকল্পনার লক্ষ্য থাকে প্রতিষ্ঠানের অবজেকটিভ, মিশন ও লক্ষ্য এর সমন্বয় সাধনের জন্য প্রয়োজনীয় ব্যাবস্থা গ্রহন। এর মধ্যে প্রতিষ্ঠানের অন্যতম পরিকল্পনা থাকে নিরাপত্তা, স্বাস্থ্য ও পরিবেশ প্রতিরক্ষা মূলক লক্ষ্য। পরিকল্পনার সারসংক্ষিপ্ত আকারে প্রধান উপকরনগুলো বলা বলা যায় প্রতিষ্ঠানকে সঠিক দিক নির্দেশনা দেওয়া, প্রত্যেক দপ্তর ও কর্মীদের কাজের সমন্বয় সাধন করা, ব্যাবস্থাপকদের সঠিক ভবিষ্যত পরিকল্পনার জন্য ও উন্নত প্রযুক্তি ব্যাবহারে বাধ্য করা, সাধারন লক্ষ্য অর্জনের জন্য অভ্যন্তরীন কাজগুলোর মধ্যে সমন্বয় সাধন এবং উন্নয়ন মূলক ব্যাবস্থাপনা পরিবর্তনের জন্য উৎসাহিত করা। ফলাফলে দেখা যায় কর্মদক্ষতা বৃদ্ধি পায়, সর্বসাধারন ও কার্যপদ্ধতির মধ্যে নমনিয়তা আসে, ব্যায় হ্রাস পায়, কাজের মধ্যের ঝুকি হ্রাস পায় এবং নিরাপত্তা, স্বাস্থ্য ও পরিবেশের উন্নয়ন নিশ্চিত করা যায়। অতএব উদ্ধর্তন কর্তপক্ষই নিশ্চিত করবে তাদের সঠিক পরিকল্পনার বাস্তবায়নের মাধ্যমে ঝুকির নিয়ন্ত্রন ও নিদৃষ্ট লক্ষে পৌছান। যা সম্ভব ঝুকি ব্যাবস্থাপনা এর সঠিক ব্যাবস্থাপনার মাধ্যমে পরিকল্পিত রিসোর্সের ব্যাবহার এবং সুনিদৃষ্ট দায়ীত্ব বন্টন। আর সঠিক ব্যাবস্থাপনার জন্য প্রয়োজন- সুনিদৃষ্ট প্রাতিষ্ঠানিক কাঠামো, ব্যখ্যাপূর্ন দায়ীত্ব, নিয়ন্ত্রিত কর্ম পদ্ধতি, সহজ বোধগম্য যোগাযোগ ব্যাবস্থা, প্রয়োজনীয় পর্যাপ্ত ও সঠিক রিসোর্স, সহযোগীতা মূলক আচরন। কাজের নিরাপত্তা, স্বাস্থ্য ও পরিবেশ উন্নয়ন নির্ভর করে কে কোন অবস্থানে ও কোন ধরনের দায়িত্বে অবস্থান করছেন। বিষয়টি সম্মন্ধে সকলের সম্মক জ্ঞান থাকা যেমন জরুরি তেমনি জরুরী সেটির যথাযথ প্রয়োগ। এটি হতে পারে সর্বোচ্চ পর্যায় থেকে সর্বনিু পর্যন্ত আবার কখনও কখনও সর্বনিু পর্যায় থেকে সর্বোচ্চ পর্যন্ত। আন্ত প্রাতিষ্ঠানিক সম্পর্কই নির্ধারন করে দেয় কার কাজ কেমন হবে এবং কতটুকু হবে এবং নির্ধারন করে দেয় কর্মপদ্ধতি ও দায়ীত্ব। এটা একটা চক্রকার প্রক্রিয়া ও বলা যেতে পারে। যেমন প্রথমে ব্যাবস্থাপকগন পরিকল্পনা নির্ধারন করেন, এরপর কর্মপদ্ধতীর চুলচেরা বিশ্লেষন করন, কার্য বন্টন, দপ্তরগুলোর সমন্বয় সাধন, কাজের বাস্তবায়ন এবং পর্যালোচনা। প্রক্রিয়া শেষ হলে পর্যালোচনা অনুযায়ী আবার প্রথম থেকে একই পদ্ধতির প্রয়োগে কাজ করা। এখন দেখা যাচ্ছে সঠিক ব্যাবস্থাপনা থাকলে সঠিক পরিকল্পনা বাস্তবায়ন করা মোটেই দূরহ নয়।

ব্যাবস্থাপনা বিষয়ের সবচেয়ে জরুরি ও অপরিহায্য অঙ্গ হচ্ছে নেতৃত্ব। নেতৃত্ব এমনটা গুন বা যোগ্যতা যা জোর করে দেওয়া বা অর্জন করা যায় না। এটা মানুষের সহজাত প্রবৃত্তি। সবচেয়ে মজার ব্যাপার যার ভিতর নেতৃত্বের গুনাবলী আছে সে এটাকে নানা ভাবে ব্যাবহার করতে পারে এর মান উন্নয়ন করতে পারে। কিন্তু যার ভিতর এটা নেই তাকে কোন ভাবই এটা দেওয়া সম্ভব নয়। ব্যাবস্থাপক হওয়ার অন্যতম যোগ্যতা হচ্ছে নেতৃত্ব দেওয়ার গুন থাকা। যার ফলে একজন ব্যাবস্থাপক তার নেতৃত্বে পরিকল্পনা নিয়ন্ত্রন করতে পারেন, সবাইকে উদ্ভদ্ধ করতে পারেন, প্রয়োজনীয় আদেশ ও নির্দেশ দিতে সক্ষম, সবাইকে পরিচালনা করতে পারেন, অধিনস্তদের ভিতরকার দন্দ, সংঘাত এড়িয়ে সুসম্পর্ক গড়তে সক্ষম। পরিকল্পনা বাস্তবায়নে নেতৃত্ব এমন একটা বিষয় যা জড় থেকে সুন্দরের জন্ম দেয়। নেতৃত্ব একটি প্রতিষ্ঠানের মূল চালিকা শক্তি।

নিয়ন্ত্রন এমন একটা বন্ধনী যা অদৃশ্য থেকে দৃশ্যমান সবকিছুকে একটি প্রক্রিয়ার ভিতর অবস্থান করায়। নিয়ন্ত্রন এর মাধমে ব্যাবস্থাপকগন সকল পরিকল্পনাকে সফল পরিকল্পনায় রূপান্তরিত করেন। নিয়ন্ত্রন থাকে বলেই প্রতিষ্ঠান তার লক্ষ্যচুতি হয় না। অযাচিত, অনাকাঙ্খিত ঘটনার উদ্ভব হতে পারে না। ফলে কাজের পর্যালোচনা করতে সহজ হয়। আয়-ব্যায় এর মধ্যে সমন্বয় থাকে। কোন রকম দূর্বলতা প্রকাশ পায় না। এটাও আবার সেই চক্রাকার প্রক্রিয়া পরিকল্পনার মান স্থাপন করে, নিয়ন্ত্রন কাজ ও মানের পার্থক্য নিরুপন করে, পার্থক্য অনুযায়ী কাজের মান উন্নয়ন করা হয় আবার নিয়ন্ত্রনের মাধ্যমে কাজ ও মানের পার্থক্য নিরুপন হয় ফলে চলতেই থাকে।

তাহলে দেখা যাচ্ছে ঝুকি ব্যাবস্থাপনা, মানুষ, সম্পত্তি আয়-ব্যায় ও পরিবেশের রক্ষক এবং বর্তমান সময়ে সবচাইতে সফলতম প্রক্রিয়া। তবে মনে রাখতে হবে এটা ততক্ষন কাজ করবে যতক্ষন প্রক্রিয়াটি চলমান।

ঝুকি হচ্ছে অনিশ্চয়তার উপস্থিতি যা নিদৃষ্ট কাজকে নিদৃষ্ট সময়ে সম্পন্ন করতে বাধাগ্রস্ত করে। ঝুকিকে আমরা দুইভাগে বিভক্ত করতে পারি ১) সচারচর এবং ২) ভয়াবহতা। সচারচর ঝুকি বলতে বোঝায় , কত বার বা কতক্ষন অথবা কোন কোন সময়ে ঝুকি বারবার হচ্ছে। আর ভয়াবহতা বলতে বুঝায়, ঝুকির পরিমান কত, কতটা ক্ষতিকর, কি ধরনের ক্ষতি হচ্ছে। ঝুকি ব্যাবস্থাপনা মূলত মূল ঝুকির উপর বেশী সংবেদনশিল কারন মূল ঝুকি প্রতিরোধের মাধ্যমেই অদৃশ্যমান ঝুকির নিয়ন্ত্রন সম্ভব। এখন দেখা যাক মূল ঝুকি আসলে কি? এগুলি হচ্ছে আগুন, প্রাকৃতিক দূর্ঘটনা, কার্যক্ষেত্রের দূর্ঘটনা, কাজ সংক্রান্ত শারীরিক সমস্যা বা অসুখ, পরিবেশ গত সমস্যা, অপরাধ, ব্যাবসায়িক সমস্যা, পন্য সমস্যা, চুক্তি সমস্যা, ব্যাবসায়ীক তথ্য সমস্যা। আর এর সঠিক প্রতিকার না হওয়া যে অদৃশমান ঝুকির সৃষ্টি হয় তা হচ্ছে নতুন পন্য, নতুন পন্যের উৎপাদন ব্যবস্থা, সরবরাহ সংক্রান্ত, নতুন ব্যবসায় বাধা, নতুন বাজার সমস্যা।

ঝুকি সনাক্ত করনের লক্ষ হচ্ছে ব্যাবসায়ীক প্রতিরক্ষা ও ক্ষতি সনাক্ত করন। ঝুকি সনাক্তের কারন বিচার, বিশ্লেষন, নিয়ন্ত্রন ও সনক্তিকরনের মাধ্যমে বিপদ ও দূর্ঘটনার থেকে উত্তরন। ঝুকির মাত্রা পরিমাপ করা হয় বৃহৎ পরিসরে ও ক্ষুদ্র পরিসরে। বৃহৎ পরিসর হচ্ছে বড় মাপের এবং প্রধান বিষয় থেকে সৃষ্ট সমস্যা যাকে আমরা বড় ঝুকিও বলতে পারি। ক্ষুদ্র পরিসর হচ্ছে ক্ষুদ্র সমস্যা যা সাধারনত অনেক সময় শিকলের মত, একটির সাথে অন্যটি সম্পর্কিত যার মাধ্যমে বৃহৎ সমস্যা সৃষ্টি হয়। ঝুকি সনাক্ত করন করা যায় বাস্তবিক পরীক্ষা ও পরিদর্শনের মাধ্যমে, সাক্ষাৎকার গ্রহনের মাধ্যমে ও তথ্য ও উপাত্তের ভিত্তিতে, বাস্তবিক পরীক্ষা ও পরিদর্শনের মাধ্যমে, স্বাস্থ, নিরাপত্তা ও পরিবেশ সংক্রান্ত ঝুকি সহজেই সনাক্ত করা যায়। এর জন্য বিভিন্ন ধরনের নির্দেশনা এখন সহজেই পাওয়া যায়। সাক্ষাৎকারের মাধ্যমে যে ঝুকি সনাক্ত করা হয় সেটি সম্ভব কাজ চলাকালে কর্মরতদের কাছ থেকে। কারন কাজ চলাকালে খুব সহজেই ঝুকি ও সমস্যা চিহ্নিত করা যায় যা অন্যভাবে এত ব্যাপক ভাবে প্রায় অসম্ভব। তথ্য ও উপাত্তের ভিত্তিতে ঝুকি সনাক্ত করন খুবই জরুরি একটি বিষয়। কাজ শুরু, চলাকালে এবং কাজ শেষে প্রচুর তথ্য ও উপাত্ত সংগৃহিত হয় যেমন-রেকর্ড বই, কার্য পদ্ধতির বই, লগ বই, মাসিক উৎপাদন তথ্যের রিপোর্ট, উক্ত কাজ সংক্রান্ত আইন, প্রাতিষ্ঠানিক কর্মধারা, আয় ব্যায়ের নিরীক্ষা তথ্য, যোগাযোগ তথ্য ইত্যাদির মাধ্যমে। এই সব তথ্য থেকে অনুসন্ধানের মাধ্যমে পরবর্তীতে কাজ প্রায় ঝুকি মুক্ত করা সম্ভব।
ঝুকি ব্যাবস্থাপনার একটি প্রধান অংশই হচ্ছে ঝুকি নিরুপন। সঠিকভাবে ঝুকি নিরুপনই নির্ধারন করেদেয় ঝুকি সমাধানের জন্য সঠিক পদক্ষেপ কি হবে বা হতে পারে। এর আগে আমরা জেনেছি, ঝুকি কেমন হতে পারে এবং ঝুকি কি কি হতে পারে এবং কোথায় আঘাত করতে পারে। এখন পরিমাপ করা যেতে পারে ক্ষতির মাত্রা। ঝুকি ব্যাবস্থাপনার একটা বড় গবেষনা ফলাফল এসেছে মিঃ ফ্রাংক বার্ডের ১৯৯২ সালের গবেশনার পত্রের মাধ্যমে। মিঃ ফ্রাংক বার্ডের দূর্ঘটনার অনুপাতে হিসাব থেকে জানা যায়, প্রায় ৬০০ (ছয় শত) দূর্ঘটনার যার কোন দূশ্যমান ক্ষতি নেই এবং প্রতিকার না করার ফলে সৃষ্টি হয় প্রায় ৩০ (ত্রিশ) টির মত সম্পত্তির ক্ষতি, ১০ (দশ) টি সাধারন আহত হওয়ার মত দূর্ঘটনা এবং ১ (এক) টি মৃত্যু বা স্থায়ী পঙ্গুঁ হওয়ার মত দূর্ঘটনার জন্ম দেয়। ফলে দেখা যাচ্ছে ক্ষুদ্র দূর্ঘটনাই বৃহৎ দূর্ঘটনার প্রধান উপকরন। আর ক্ষুদ্র দূর্ঘটনা সঠিক তথ্য সংরক্ষন এবং প্রতিকারের ব্যাবস্থা গ্রহনই পারে বৃহৎ দূর্ঘটনা প্রতিরোধের অন্যতম হাতিয়ার।

ঝুকির ভয়াবহতা কতটা মারাত্মক হতে পারে সে সম্মন্ধে মিঃ ফ্রাংক বার্ড এর অন্য একটি গবেষনা থেকে ধারনা পাওয়া যায়। ক্ষতির পরিমাপ করা হয় দৃশ্যমান খরচ ও অদৃশ্যমান খরচ হিসাব করলে । এটা একমাত্র তুলনা করা চলে হিমবাহের সাথে । যার সামান্য অংশ পানিতে ভাসমান দেখা যায় তার প্রায় ১০ গুন পরিমান পানিতে ডুবে থাকে। দৃশমান খরচ যা সকলের গোচেরীভূত হয় যা সবাই ওয়াকিবহাল থাকে, যেমন-চিকিৎসা, ক্ষতিপূরন, সম্পত্তির ক্ষয়ক্ষতি। আর অদৃশ্যমান খরচগুলো হচ্ছে-বীমার অতিরিক্ত খরচ, অবীমাক্রিত খরচ, বীমা করা যায় না এমন খরচ যেমন-বেতন, বোনাস, প্রশিক্ষন, ওভার টাইম ইত্যাদি। বাধাগ্রস্থ ও বিলম্বিত উৎপাদন, ক্ষতিগ্রস্ত যন্ত্রাদি ও সরাঞ্জাম ইত্যাদি। সুতরাং এর থেকে সহজেই অনুমান করা যায় আমলে না আনা ঝুকি মারাত্মক পরিনতির দিকে ঠেলে দেয়।

Acid Attacks: Bangladesh's Efforts to Stop the Violence Options

Just after midnight on April 16, 2000, 13-year-old Jannatul Ferdous awoke from her sleep with the sensation that an extra linen sheet was being pulled over her body. Seconds later, excruciating pain enveloped her chest and face. A sudden pain jolted the back of her brother, who was sleeping beside her in the small bed. A cup of battery acid thrown through the window engulfed the young girl and her brother as they lay sleeping. The perpetrator was a young man in his twenties, angry that Jannatul had refused his wedding proposals. Jannatul's family had heard about acid attacks on women, but it was not until after daybreak that her parents realized the severity of the situation and took her to a nearby medical clinic in the rural Lakshmipur region of Bangladesh, several hundred kilometers north of downtown Dhaka. The next day she was treated at the Dhaka Medical College Hospital, having spent hours in the waiting room despite her third-degree burns. Approximately 300 people in Bangladesh share Jannatul's experience each year, and 41 percent of victims are under the age of 18. Tragically, the attack on Jannatul was characteristic for several reasons. It is often the case that attacks take place in the middle of the night, that a nearby family member is also victim to the attack, and that the victim does not get quick or adequate medical attention despite his or her urgent need of it. Further, 78 percent of reported acid violence happens to women, with the most common reasons for attack being the refusal of marriage, the denial of sex, and the rejection of romance. Acid attacks leave victims horribly disfigured. Because most attacks are directed at the face in order to permanently scar the victim and destroy her physical appearance, often times the victim is left blinded. Jannatul is considered fortunate with regard to the extent of medical care she has received: she spent ten weeks in the Dhaka hospital and returned in June, 2001 from a year-long stay in Florida to receive special plastic surgery. Despite this care, permanent scars still mar her face. Even after extensive treatment gauges inevitably remain, making social reintegration and marriage very difficult. Victims usually become depressed and are treated as outcasts by family, neighbors, and friends. Despite the frequency of acid attacks and the high traumatic acuity of each, acid violence is a little known phenomenon; what little is known has not resulted in substantially improved care nor a decreased prevalence of attacks. The following pages document a front line investigation of acid violence in Bangladesh and what is being done about it, with subsequent analysis of the current challenges of intervention programs. Acid violence is among the grossest of human rights violations, and the goal of this examination is to focus the debate and the point of intervention in order to more effectively address the problem. This inquiry draws substantially on privileged interviews conducted by the author in June 2001 with survivors of acid attacks, as well as with those working to help them and to prevent future violence against others A Cheap and Available Weapon A decade ago, acid attacks were committed almost exclusively against women, and only as a crime of vengeance. However, there has been a pronounced increase in acid attacks overall and against men in recent years. Now, nearly 25 percent of reported victims are male. Recently, victims as old as 60 have been targets of this type of violence A cup of acid, usually sulfuric acid poured from any car battery or purchased from auto repair shops, costs only a few cents, and is therefore both a cheap and available weapon. Some perpetrators throw acid in an attempt to obtain the victim's land, believing that the family will be forced to sell their property in order to pay for medical treatment. A common myth both within Bangladesh and in the external development community holds acid violence to be permanently and historically engrained in Bangladeshi society. Such a perspective is clearly inconsistent with historical evidence. Acid violence was first identified as a problem in the region of Bangladesh in the 1960s. Although acid attacks may have occurred prior to this time, political turnover and a lack of documentation preclude conclusive evidence. Demystifying the notion of intrinsic acid violence, or even gender inequality more broadly, is a crucial first step to enabling the alleviation of this problem. The number of acid attacks increased steadily in the two decades following Bangladesh's independence in 1971, from approximately a dozen each year to about 50 per year in the mid-1990s. But in the late 1990s, cases reported by non-governmental organizations (NGOs) and the government shot up to 250 per year and have leveled off at that point since then. Although both NGOs attribute the steady increase of attacks since 1960 to the increasingly public role of women, neither can explain the explosion of cases in the mid-1990s. Representatives of both NGOs assert that while improved NGO efforts to track cases coincided with the increase in reported cases in the late 1990s, there was a real increase in cases not just an apparent increase due to more thorough coverage. NGOs recognize that some cases do go unreported, but given the strength of the reporting system now in place, it is thought that less than 50 cases go unreported each year, putting the total cases at about 300 annually. The 1990s also saw the arrival of the first strong NGO efforts to counteract acid violence. Naripokkho, formed in 1995, is a women's advocacy organization, and the Dhaka-based Acid Survivors Foundation (ASF), founded in 1999, is an NGO spearheading collaborative work against the attacks. Prior to the late 1990s, the lack of an official reporting infrastructure led to inconsistent tracking of acid throwing incidents and made it difficult to trace acid violence as a countrywide phenomenon, even though acid burns were on the Ministry of Health's list of reportable cases. Tracking the cases should theoretically be very convenient, given that acid violence nearly always necessitates hospitalization and that there are few private facilities in Bangladesh. Although victims sometimes do not see the perpetrator, and at other times do not want to mention his name for fear that he will punish the victim's family, victims are usually candid in saying that they received the burns from an acid attack. A Broader Problem While acid violence is treated here as a specific, isolatable human rights violation, it is part of a broader type of brutality and cruelty prevalent beyond Bangladesh. Despite the growing number of male victims, the majority of acid violence and certainly its historical roots are seen as a component of a broader phenomenon of gender violence. According to Ivy Rahman, chairperson of the organization Jatiya Mahila Sagstha in Bangladesh, the "attitude of the male-dominating society towards women has to be changed first to put a stop to acid pouring." And although acid violence was initially thought to be a problem endemic to Bangladesh, it is becoming increasingly identified in other South Asian countries. This is consistent with a broader sphere of gender violence. In India, 174 cases were reported in 2000, a per capita incidence of about 1/15 that of Bangladesh, but an absolute number approaching those of Bangladesh. It has been detected also in Pakistan, Nepal, Cambodia, Vietnam, and Laos. ASF has proposed an international workshop for early 2002 to bring NGO and government leaders together to collaborate on a regional effort to combat acid violence. NGO Efforts to Combat Acid Violence Although the specific approach to countering acid violence varies between Naripokkho and ASF, both have a general five-prong approach: public awareness, case reporting, short-term treatment, long-term treatment, and legal justice. Public campaigns have been successful in educating residents throughout Bangladesh about what to do in case of an attack, as well as conveying the importance of finding competent medical care within three days. Further, through interventions such as a program which recently placed acid survivors and national celebrities side by side at a musical concert, NGOs and national media are attempting to inform society about acid violence and the need to accept victims back into society as survivors Ñ not to reject them and treat them as outcasts. In an effort to provide medical care for acid victims, the Bangladeshi government established a burn unit at the Dhaka Medical College Hospital. This unit, created in the late 1990s, contains 8 beds and employs 3 plastic surgeons. It is the only burn facility in this country of 130 million people; therefore, it is frequently inaccessible to acid victims. Long delays in medical care have hampered recovery for most past victims, and, once provided, the medicine was very limited in scope. The ASF has been instrumental in establishing a response network that utilizes float-planes and other NGO resources to ensure that victims receive treatment at Dhaka Medical College within three days of the attack, and at no cost to the victim or his/her family. The ASF also created and maintains Thikana House, the only care facility exclusively for acid victims. Currently, Thikana provides limited medical care for less serious burns and follow-up care after surgery. Thikana also offers counseling, skills training, and other rehabilitation programs to help survivors reintegrate into society. Within two months, Thikana will open a 15-bed surgery unit at the Center for Rehabilitation of the Paralyzed, thereby eliminating dependence on local hospitals. In the last two years, 50% of all attack victims have benefited from the services of ASF. Victims need long-term as well as short-term care, primarily in the form of specialized plastic surgery. In 1999, European donors sent a group of six Bangladeshi survivors to Spain for six months to receive high-quality care. The intervention, while costly, was very successful in raising morale among the survivors being treated. It also offered hope to those survivors in Bangladesh who had not yet received definitive care. Since then, nearly two dozen survivors have traveled to the U.S. and Europe for six to twelve months to receive long-term care. In March, 2001, Healing the Children, a U.S.-based NGO, sent a 9-person surgery team to Bangladesh that performed 34 high-quality plastic surgery operations in 5 days. According to John Morrison, the Executive Director of ASF, as well as the US Embassy in Dhaka, the trip was highly successful from a treatment standpoint. Morrison hopes to bring physicians to Bangladesh again to perform the operations rather than send patients abroad to the U.S. and Europe, becausedoing so would have a much wider impact for the same cost. He hopes eventually to have a resident surgery team at Thikana comprised of foreign physicians who serve temporary tours of service. Prosecution Until recently, perpetrators of acid violence largely went unpunished. According to Dhaka's The Daily Star on 14 January 2001, "participants at an opinion exchange programme on 'social initiatives to prevent acid pouring'... observed that despite the enactment of a new women repression prevention law, such crime continues unabated thanks to lack of proper implementation of the law and negligence by the law enforcing agencies [sic]." However, some victories have occurred in the past several years. Of approximately 750 reported assaults since 1998, 25 perpetrators have been found guilty. A sentence is commensurate with the extent of burning sustained by the victim, and is usually a life sentence or the death penalty. Of the 25 guilty sentences handed down, 9 have prescribed the death penalty in cases where the victim was partially or fully blinded. Punishment is harsh because acid violence is always considered a pre-meditated crime; a perpetrator must plan out the attack in order to obtain acid and sneak up on the victim. According to both ASF and Naripokkho, the judicial system is the key interface in fighting acid violence. Morrison points out that acid violence was rampant in Europe and the U.S. in the 1800s, but died out by the 1840s due to improvements in police forces and the court system. However, the legal system in Bangladesh, especially in the lower levels of courts, is fraught with corruption, political influence, and delays. In July, the annual world corruption rankings compiled by Transparency International named Bangladesh as the most corrupt country in the world. For example, the case brought against Jannatul's assailant has been held up because the magistrate in her district recently decided to take a two-month vacation. Police and attorneys are known to prosecute scapegoats in place of the accused perpetrator if he or his family has political influence. Some culprits are able to post bail, despite the severity of their cases. According to Naripokkho officials, a prison warden even directed the execution of a scapegoat who was in prison for a minor crime but loathed by the guards, in place of the real attacker, who paid off the warden. Recently, the Bangladesh National Women Lawyers Association, a partner of ASF, has drafted public interest litigation against easy access to acid and presented it to the Bangladeshi government. Although it is currently under review by the Ministry of Law, progress was hampered by the quintannual national election process, which essentially closed the government for several months before and after the October election. In addition to NGO efforts to publicize the inefficiency of Bangladesh's criminal justice system, foreign diplomatic pressure has progressively addressed acid violence. Urging from British dignitaries during recent meetings in Dhaka and London apparently provoked high-ranking Bangladeshi officials, including the Prime Minister, to personally direct the judicial system to devote attention to particular cases receiving high international visibility. While this is a noble start, political pressure on a case-by-case basis is far from a sustainable solution to a problem that claims hundreds of victims per year. The United States Department of State and the United States Agency for International Development have also been active in promoting judicial expedience and financing police training in basic investigative techniques and evidence presentation in courts. According to U.S. officials, "this sorely needed training is Bangladesh's best hope for bringing criminals to justice, thereby sending a message that no society will tolerate such horrors." Conclusion Acid violence is another horrible chapter in the book of human rights abuses in Bangladesh. The NGO efforts launched in the 1990s have led to significant gains in public awareness campaigns and medical treatment, as well as contributed to the creation of an environment of concern, sympathy, and compassion. One especially positive aspect of efforts against acid violence is that Bangladeshis, especially women, have been a strong driving force against them. Explains Dr. Morrison, "Bangladeshis are outright shocked and ashamed that the attacks happen here." Naripokkho officials agree with Morrison. By a similar token, in a society that has historically oppressed women, it is encouraging to see men vigorously campaigning against a crime that predominantly affects women. ASF reports that for its first nine months of operation, it was sustained solely by donations from Bangladeshi people. Since then, it has reached out to international resources, but indigenous support is very strong. Also, Morrison reports that all but two ASF staff members are female and many are acid survivors. Nonetheless, it is concerning that the work of NGOs has not resulted in a significant decrease in the annual number of attacks in the past several years. This is clearly an indication of the complexity of the problem rather than an implication of unworthy efforts against it. In looking for a conclusive solution, we are guided by the words of Bangladeshi physician Dr. Samonta Lal Sen, who believes that proper treatment can improve the condition of an acid victim but the loss inflicted is not completely recoverable. "We have no other option than stopping incidents of acid pouring." While the recent increase in the number of convictions is encouraging, Bangladesh still suffers from a poorly trained police force and a backlogged court system, both rife with corruption. Therefore, most perpetrators still go unpunished. If history is a lesson, a marked decrease in acid attacks will not occur until the Bangladeshi police and legal systems become more quick and effective, the prerequisite for which is probably a revolution at the heart of the Bangladeshi political system.

HOUSEKEEPING ACTIVITIES FOR FIRE PREVENTION

  • Keep storage and working areas free of trash.
  • Place oily rags in covered containers and dispose of daily.
  • Do not use flammable solvents to clean floors.
  • Use noncombustible oil-absorptive materials for sweeping spills.
  • Dispose of materials in noncombustible containers that are emptied daily.
  • Remove accumulation of combustible dust.
  • Don't refuel gasoline-powered equipment in a confined space, especially in the presence of an ignition source.
  • Follow proper storage and handling procedures.
  • Ensure combustible materials are present only in areas in quantities required for the work operation.
  • Clean up any spill of flammable liquids immediately.
  • Ensure that if a worker's clothing becomes contaminated with flammable liquids, these individuals change their clothing before continuing to work.
  • Ensure postings of "No Smoking" caution signs are near the storage areas.
  • Report any hazardous condition, such as old wiring, worn insulation and broken electrical equipment, to the supervisor.
  • Keep motors clean and in good working order.
  • Don't overload electrical outlets.
  • Ensure all equipment is turned off at the end of the workday.
  • Maintain the right type of fire extinguisher available for use.
  • Use the safest cleaning solvents (nonflammable and nontoxic) when cleaning electrical equipment.
  • Ensure that all passageways and fire doors are unobstructed.
  • Stairwell doors shall never be propped open, and materials shall not be stored in stairwells.
  • Periodically remove overspray residue from walls, floors, and ceilings of spray booths and ventilation ducts.
  • Remove contaminated spray booth filters from the building as soon as replaced, or keep immersed in water until disposed.
  • Don't allow materials to block automatic sprinkler systems, or to be piled around fire extinguisher locations.
  • To obtain the proper distribution of water, a minimum of 18 inches of clear space must be maintained below sprinkler deflectors. If there are no sprinklers, a 3-foot clearance between piled material and the ceiling must be maintained to permit use of hose streams. These distances must be doubled when stock is piled higher than 15 feet.
  • Check daily for any discarded lumber, broken pallets or pieces of material stored on site and remove properly.
  • Any pile of material which falls into an aisle or clear space must be cleaned up immediately.
  • Use weed killers that are non-toxic and do not pose a fire hazard.
